   I am working on a fair use paper and I am looking for the explanatory statement for the copyright (amendment) bill 2012 to seek and understanding on why the fair use style 4 factors had been incorporated in section 13. I have looked in the AGC website but there was nothing. Being a common law country, I do not believe Malaysia does not keep explanatory statements to bills. Would you know where I could get hold of a copy?
